SCEEUS-event in Kyiv on public administration reform

Earlier this week, SCEEUS organised a working lunch in Kyiv together with Ukrainian partners Centre of Policy and Legal Reform and Ukrainian Centre for European Policy to discuss the country’s public administration reform (PAR). The recent co-written SCEEUS article on PAR as the foundation of Ukraine’s EU integration served as the basis for the discussion.
The discussion brought together key representatives from civil society, Ukrainian officials, European institutions and diplomats. The participants discussed challenges for Ukraine’s public administration reform, including the loss of institutional memory and expertise, as well as the growing gap between obligations and available human resources. Participants also explored potential next steps, highlighting the importance of bringing PAR to the political agenda, investing in people, and ensuring institutional continuity.
The discussion clearly showed that implementing PAR is an urgent and strategic political choice. Strengthening PAR is also a prerequisite for making anti-corruption policies effective and sustainable. Coordinated efforts between Ukrainian stakeholders and European partners in this sphere will continue.
